  為切實做好2021-2023年農(nóng)機(jī)購置補(bǔ)貼工作,支持引導(dǎo)農(nóng)業(yè)機(jī)械化全程全面高質(zhì)高效發(fā)展,助推鄉(xiāng)村振興戰(zhàn)略實施,根據(jù)農(nóng)業(yè)農(nóng)村部辦公廳、財政部辦公廳《2021-2023年農(nóng)業(yè)機(jī)械購置補(bǔ)貼實施指導(dǎo)意見》要求,結(jié)合我省實際,我們制定了《黑龍江省2021-2023年農(nóng)業(yè)機(jī)械購置補(bǔ)貼實施方案》?,F(xiàn)印發(fā)給你們,請遵照執(zhí)行。

  為推動農(nóng)機(jī)購置補(bǔ)貼政策規(guī)范實施,充分發(fā)揮政策效益,促進(jìn)農(nóng)業(yè)機(jī)械化向全程全面高質(zhì)高效轉(zhuǎn)型升級,有效支撐糧食安全、重要農(nóng)產(chǎn)品有效供給和農(nóng)民增收,實現(xiàn)農(nóng)業(yè)高質(zhì)量發(fā)展,助力全面推進(jìn)鄉(xiāng)村振興,加快農(nóng)業(yè)農(nóng)村現(xiàn)代化步伐,根據(jù)《農(nóng)業(yè)農(nóng)村部辦公廳財政部辦公廳關(guān)于印發(fā)<2021—2023年農(nóng)機(jī)購置補(bǔ)貼實施指導(dǎo)意見>的通知》(農(nóng)辦計財〔2021〕8號),結(jié)合我省實際,特制定本方案。
 
  一、總體要求
 
  全面貫徹黨的十九大和十九屆二中、三中、四中、五中全會精神,落實黨中央、省委對“三農(nóng)”工作決策部署和《國務(wù)院關(guān)于加快推進(jìn)農(nóng)業(yè)機(jī)械化和農(nóng)機(jī)裝備產(chǎn)業(yè)轉(zhuǎn)型升級的指導(dǎo)意見》(國發(fā)〔2018〕42號)、《黑龍江省人民政府關(guān)于加快推進(jìn)農(nóng)業(yè)機(jī)械化和農(nóng)機(jī)裝備產(chǎn)業(yè)轉(zhuǎn)型升級的實施意見》(黑政規(guī)〔2020〕2號)要求,以滿足廣大農(nóng)民對機(jī)械化生產(chǎn)的需要為目標(biāo),以穩(wěn)定實施政策、最大限度發(fā)揮政策效益為主線,落實構(gòu)建新發(fā)展格局要求,破除制約要素合理流動的堵點(diǎn),進(jìn)一步暢通農(nóng)業(yè)機(jī)械化發(fā)展各個環(huán)節(jié),支持引導(dǎo)農(nóng)民購置使用先進(jìn)適用的農(nóng)業(yè)機(jī)械,引領(lǐng)推動農(nóng)業(yè)機(jī)械化向全程全面高質(zhì)高效轉(zhuǎn)型升級,加快提升農(nóng)業(yè)機(jī)械化產(chǎn)業(yè)鏈現(xiàn)代化水平,為實施鄉(xiāng)村振興戰(zhàn)略、推進(jìn)農(nóng)業(yè)農(nóng)村現(xiàn)代化提供堅實支撐。
 
  二、補(bǔ)貼原則
 
  各地應(yīng)按照全省“控定額、縮范圍、調(diào)標(biāo)準(zhǔn)、重實效”的要求,科學(xué)制定本地農(nóng)機(jī)購置補(bǔ)貼實施方案,補(bǔ)貼更加符合全省現(xiàn)代化大農(nóng)業(yè)的發(fā)展需求,實現(xiàn)農(nóng)機(jī)購置補(bǔ)貼分產(chǎn)業(yè)、分區(qū)域精準(zhǔn)實施,重點(diǎn)體現(xiàn)以下原則:
 
  (一)鼓勵先進(jìn),優(yōu)機(jī)優(yōu)補(bǔ)。以滿足我省農(nóng)業(yè)生產(chǎn)為前提,支持鼓勵適合我省農(nóng)機(jī)作業(yè)條件的農(nóng)機(jī)裝備,開展現(xiàn)場演示評價,對性能先進(jìn)、作業(yè)質(zhì)量好、效率高的農(nóng)機(jī)裝備,適當(dāng)提高分檔參數(shù)要求和補(bǔ)貼標(biāo)準(zhǔn),對無法滿足我省作業(yè)需求的農(nóng)機(jī)裝備原則上不納入我省補(bǔ)貼范圍,最大限度避免不適應(yīng)作業(yè)環(huán)境的農(nóng)機(jī)產(chǎn)品對我省農(nóng)業(yè)生產(chǎn)高質(zhì)量發(fā)展的影響。
 
  (二)分類施策,精準(zhǔn)落實。各地要實施區(qū)域性精準(zhǔn)補(bǔ)貼政策,按照當(dāng)?shù)刂鲗?dǎo)或重點(diǎn)農(nóng)業(yè)產(chǎn)業(yè)的農(nóng)機(jī)化發(fā)展需求,以及農(nóng)機(jī)具保有量情況,準(zhǔn)確把握當(dāng)?shù)刭彊C(jī)需求,突出對高端智能農(nóng)機(jī)裝備的支持,從全省補(bǔ)貼范圍中選定補(bǔ)貼機(jī)具品目。對當(dāng)?shù)匾呀?jīng)處于飽和狀態(tài)的農(nóng)業(yè)機(jī)械,除需報廢更新以外,原則上應(yīng)不再補(bǔ)貼,確保有限的補(bǔ)貼資金,在補(bǔ)齊農(nóng)機(jī)化短板上發(fā)揮最大作用。
 
  (三)強(qiáng)化監(jiān)管,全面跟蹤。積極運(yùn)用信息化手段,提高補(bǔ)貼農(nóng)機(jī)具的監(jiān)督管理水平,各類拖拉機(jī)、收獲機(jī)等動力機(jī)械生產(chǎn)企業(yè)要前置安裝農(nóng)機(jī)智能終端,滿足黑龍江省農(nóng)機(jī)作業(yè)遠(yuǎn)程監(jiān)測系統(tǒng)應(yīng)用技術(shù)要求,并實現(xiàn)與黑龍江省農(nóng)機(jī)指揮平臺的數(shù)據(jù)對接,相應(yīng)機(jī)具也要安裝身份識別裝置。推廣應(yīng)用手機(jī)App、人臉識別、補(bǔ)貼機(jī)具二維碼管理和物聯(lián)網(wǎng)監(jiān)控等技術(shù),便于各級主管部門及時掌握補(bǔ)貼機(jī)具的動態(tài)信息。
 
  (四)創(chuàng)新機(jī)制,注重實效。鼓勵各地進(jìn)一步創(chuàng)新農(nóng)機(jī)購置補(bǔ)貼發(fā)放機(jī)制,對當(dāng)?shù)刂攸c(diǎn)發(fā)展的農(nóng)機(jī)裝備,探索通過試點(diǎn)貸款貼息的方式,緩解農(nóng)戶購機(jī)壓力。重點(diǎn)推廣的作業(yè)方式,可探索將購機(jī)補(bǔ)貼與作業(yè)補(bǔ)貼聯(lián)動實施,提高補(bǔ)貼機(jī)具的利用率,全面提升農(nóng)機(jī)化田間作業(yè)標(biāo)準(zhǔn)化水平。
 
  三、補(bǔ)貼機(jī)具種類及資質(zhì)
 
  (一)補(bǔ)貼機(jī)具種類。在全國農(nóng)機(jī)購置補(bǔ)貼機(jī)具種類范圍內(nèi),結(jié)合我省農(nóng)業(yè)生產(chǎn)需要和資金供需實際,從中選取補(bǔ)貼機(jī)具品目,經(jīng)征求基層單位和農(nóng)業(yè)行業(yè)部門意見后,確定我省補(bǔ)貼范圍。將糧食、生豬等重要農(nóng)畜產(chǎn)品生產(chǎn)所需機(jī)具全部列入補(bǔ)貼范圍,應(yīng)補(bǔ)盡補(bǔ)。更多符合條件的高端、智能產(chǎn)品納入補(bǔ)貼范圍,提高補(bǔ)貼標(biāo)準(zhǔn),加大補(bǔ)貼力度。我省農(nóng)機(jī)購置補(bǔ)貼機(jī)具種類范圍可根據(jù)農(nóng)業(yè)生產(chǎn)需要和農(nóng)機(jī)購置補(bǔ)貼政策實施情況按年度進(jìn)行調(diào)整,區(qū)域內(nèi)保有量過多、技術(shù)相對落后的機(jī)具品目或檔次可剔除出補(bǔ)貼范圍。
 
  大力支持農(nóng)機(jī)創(chuàng)新產(chǎn)品列入補(bǔ)貼范圍。通過開展農(nóng)機(jī)專項鑒定,重點(diǎn)加快農(nóng)機(jī)創(chuàng)新產(chǎn)品取得補(bǔ)貼資質(zhì)條件步伐,按規(guī)定列入補(bǔ)貼范圍。原則上,農(nóng)機(jī)專項鑒定產(chǎn)品購置補(bǔ)貼種類范圍在每年一季度公布,并按年度進(jìn)行調(diào)整。對暫時無法開展農(nóng)機(jī)鑒定的高端智能自主創(chuàng)新農(nóng)機(jī)產(chǎn)品開辟綠色通道,通過農(nóng)機(jī)新產(chǎn)品購置補(bǔ)貼試點(diǎn)予以支持。開展植保無人駕駛航空器購置補(bǔ)貼工作,具體操作辦法按農(nóng)業(yè)農(nóng)村部、財政部通知要求執(zhí)行。
 
  (二)補(bǔ)貼機(jī)具資質(zhì)要求。補(bǔ)貼機(jī)具必須是補(bǔ)貼范圍內(nèi)的產(chǎn)品(農(nóng)機(jī)專項鑒定產(chǎn)品、農(nóng)機(jī)新產(chǎn)品除外),同時還應(yīng)具備以下資質(zhì)之一:(1)獲得農(nóng)業(yè)機(jī)械試驗鑒定證書(包括尚在有效期內(nèi)的農(nóng)業(yè)機(jī)械推廣鑒定證書);(2)獲得農(nóng)機(jī)強(qiáng)制性產(chǎn)品認(rèn)證證書;(3)列入農(nóng)機(jī)自愿性認(rèn)證采信試點(diǎn)范圍,獲得農(nóng)機(jī)自愿性產(chǎn)品認(rèn)證證書。補(bǔ)貼機(jī)具須在明顯位置固定標(biāo)有生產(chǎn)企業(yè)、產(chǎn)品名稱和型號、出廠編號、生產(chǎn)日期、執(zhí)行標(biāo)準(zhǔn)等信息的銘牌。同時,非牌證管理機(jī)具還必須將出廠編號用鋼(鑄、刻)印等方式固化在機(jī)體易見、易拓印、不易銹蝕和損壞的位置上,深度要能保證清晰易辨、規(guī)范完整、沒有涂改及能夠拓印。
 
  部分機(jī)具還需同時滿足以下要求。(1)部分機(jī)具投檔時,需在我省開展現(xiàn)場演示評價,提供現(xiàn)場演示評價報告,確保適合我省農(nóng)業(yè)生產(chǎn)作業(yè)需要,演示評價實施辦法另行公布。(2)拖拉機(jī)、收獲機(jī)和各類農(nóng)機(jī)作業(yè)補(bǔ)貼機(jī)具應(yīng)符合信息化平臺管理條件,要安裝作業(yè)監(jiān)測終端,連接黑龍江省農(nóng)機(jī)指揮平臺。
 
  四、補(bǔ)貼對象及標(biāo)準(zhǔn)
 
  (一)補(bǔ)貼對象。補(bǔ)貼對象為從事農(nóng)業(yè)生產(chǎn)的個人和農(nóng)業(yè)生產(chǎn)經(jīng)營組織(以下簡稱“購機(jī)者”),其中農(nóng)業(yè)生產(chǎn)經(jīng)營組織包括農(nóng)村集體經(jīng)濟(jì)組織、農(nóng)民專業(yè)合作經(jīng)濟(jì)組織、農(nóng)業(yè)企業(yè)和其他從事農(nóng)業(yè)生產(chǎn)經(jīng)營的組織。
 
  在同一個實施年度內(nèi),原則上每戶年度內(nèi)享受補(bǔ)貼資金最高不超過15萬元,每個農(nóng)業(yè)生產(chǎn)經(jīng)營組織補(bǔ)貼資金總額不超過200萬元;每戶購買同一品目機(jī)具不超過3臺,每個農(nóng)業(yè)生產(chǎn)經(jīng)營組織購買同一品目機(jī)具不超過10臺。
 
  (二)補(bǔ)貼標(biāo)準(zhǔn)??傮w實行定額補(bǔ)貼。省農(nóng)業(yè)農(nóng)村廳、財政廳根據(jù)農(nóng)業(yè)農(nóng)村部、財政部組織制定發(fā)布的全國補(bǔ)貼范圍內(nèi)機(jī)具品目的主要分檔參數(shù),優(yōu)化確定本省補(bǔ)貼機(jī)具的參數(shù)及分檔,依據(jù)同檔產(chǎn)品上年市場銷售均價測算確定各檔次的補(bǔ)貼額上限,測算比例不超過30%,且通用類機(jī)具補(bǔ)貼額不超過農(nóng)業(yè)農(nóng)村部、財政部發(fā)布的最高補(bǔ)貼額。對糧食生產(chǎn)薄弱環(huán)節(jié)所需機(jī)具、以及高端、智能農(nóng)機(jī)具,按農(nóng)機(jī)購置補(bǔ)貼政策要求適當(dāng)提高補(bǔ)貼額測算比例,對區(qū)域內(nèi)保有量明顯過多、技術(shù)相對落后的輪式拖拉機(jī)等機(jī)具品目,到2023年將其補(bǔ)貼額測算比例降低至15%及以下。
 
  上年市場銷售均價原則上通過本省農(nóng)機(jī)購置補(bǔ)貼申請辦理服務(wù)系統(tǒng)(以下簡稱“辦理服務(wù)系統(tǒng)”)補(bǔ)貼數(shù)據(jù)測算,系統(tǒng)中出現(xiàn)不實售價可根據(jù)調(diào)查核實確認(rèn)的價格予以修正。新增品目或上年補(bǔ)貼銷售數(shù)據(jù)較少的品目,其相關(guān)檔次市場銷售均價可通過市場調(diào)查獲取,也可直接采信其他省份市場銷售均價的最低值。省農(nóng)業(yè)農(nóng)村廳、財政廳根據(jù)上述原則和需要分批制定并公布補(bǔ)貼額一覽表。
 
  全面公開農(nóng)機(jī)購置補(bǔ)貼機(jī)具補(bǔ)貼額一覽表,加強(qiáng)宣傳,引導(dǎo)購機(jī)者根據(jù)各檔次的補(bǔ)貼定額自主議價。在政策實施過程中發(fā)現(xiàn)具體產(chǎn)品或檔次的中央財政資金實際補(bǔ)貼比例超過50%的,縣級農(nóng)業(yè)農(nóng)村部門會同財政部門應(yīng)及時組織調(diào)查,對有違規(guī)情節(jié)的,按相關(guān)規(guī)定處理并報告省農(nóng)業(yè)農(nóng)村廳和省財政廳;對無違規(guī)情節(jié)的補(bǔ)貼申請,可按原規(guī)定兌付補(bǔ)貼資金。對于中央財政資金實際補(bǔ)貼比例超過50%的,省農(nóng)業(yè)農(nóng)村廳會同省財政廳將組織對相關(guān)產(chǎn)品及其所屬檔次補(bǔ)貼額進(jìn)行評估,視情況及時調(diào)整。補(bǔ)貼資金出現(xiàn)較大缺口時,及時下調(diào)部分機(jī)具的補(bǔ)貼額,確保政策效益普惠共享。
 
  五、資金分配與使用
 
  農(nóng)機(jī)購置補(bǔ)貼支出主要用于支持購置先進(jìn)適用農(nóng)業(yè)機(jī)械,以及老舊農(nóng)機(jī)報廢更新和開展綜合補(bǔ)貼試點(diǎn)等方面。省農(nóng)業(yè)農(nóng)村廳會同財政廳采用因素法測算、不突破縣級需求上限分配補(bǔ)貼資金。分配資金時,調(diào)減資金結(jié)轉(zhuǎn)量大、政策實施風(fēng)險高、資金使用效益低地區(qū)的預(yù)算規(guī)模。中國融通資產(chǎn)管理集團(tuán)有限公司農(nóng)機(jī)購置補(bǔ)貼資金按照國家文件要求分配和使用。省財政廳和農(nóng)業(yè)農(nóng)村廳督促各地優(yōu)先使用結(jié)轉(zhuǎn)資金,按需組織開展縣(市、區(qū))際動態(tài)余缺調(diào)劑,重點(diǎn)將實施進(jìn)度低于序時進(jìn)度縣(市、區(qū))的補(bǔ)貼資金調(diào)增給已出現(xiàn)供需缺口的縣(市、區(qū)),確保不發(fā)生資金大量結(jié)轉(zhuǎn),促進(jìn)資金使用實現(xiàn)兩年動態(tài)緊平衡。
 
  農(nóng)機(jī)報廢更新補(bǔ)貼按《關(guān)于印發(fā)<黑龍江省農(nóng)機(jī)報廢更新補(bǔ)貼實施方案(試行)>的通知》(黑農(nóng)廳聯(lián)發(fā)〔2020〕286號)等有關(guān)文件執(zhí)行。積極開展購機(jī)貸款貼息、作業(yè)補(bǔ)貼等綜合補(bǔ)貼試點(diǎn),綜合補(bǔ)貼試點(diǎn)方案另行發(fā)布。
 
  農(nóng)機(jī)購置補(bǔ)貼屬約束性任務(wù),資金必須按時、足額保障,可根據(jù)補(bǔ)貼辦理時限分批次兌付補(bǔ)貼資金,不得用于其他任務(wù)支出。地方各級財政部門要保障補(bǔ)貼工作實施必要的組織管理經(jīng)費(fèi)。
 
  六、操作流程
 
  農(nóng)機(jī)購置補(bǔ)貼政策按照“自主購機(jī)、定額補(bǔ)貼、先購后補(bǔ)、縣級結(jié)算、直補(bǔ)到卡(戶)”方式實施。購機(jī)者自主選擇購買機(jī)具,按市場化原則自行與農(nóng)機(jī)產(chǎn)銷企業(yè)協(xié)商確定購機(jī)價格與支付方式,并對交易行為真實性、有效性和可能發(fā)生的糾紛承擔(dān)法律責(zé)任。購機(jī)行為完成后,購機(jī)者自主向當(dāng)?shù)剞r(nóng)業(yè)農(nóng)村部門提出補(bǔ)貼資金申領(lǐng)事項,簽署告知承諾書,承諾購買行為、發(fā)票購機(jī)價格等信息真實有效,按相關(guān)規(guī)定申辦補(bǔ)貼。
 
  各地農(nóng)機(jī)購置補(bǔ)貼政策實施工作按以下流程操作。
 
  (一)發(fā)布實施規(guī)定。各市(地)、縣(市、區(qū))農(nóng)業(yè)農(nóng)村和財政部門根據(jù)本方案要求,編制當(dāng)?shù)?021-2023年農(nóng)業(yè)機(jī)械購置補(bǔ)貼實施方案。縣級方案要經(jīng)所在市(地)審定批復(fù)并報省級備案后,向社會公布并實施,全面公開咨詢投訴舉報電話及省農(nóng)業(yè)農(nóng)村廳、財政廳發(fā)布的補(bǔ)貼額一覽表、補(bǔ)貼機(jī)具信息表等。讓有享受農(nóng)機(jī)補(bǔ)貼愿望的購機(jī)者享有充分的知情權(quán)和選擇權(quán)。
 
  (二)組織機(jī)具投檔。自愿參與農(nóng)機(jī)購置補(bǔ)貼的農(nóng)機(jī)生產(chǎn)企業(yè)按規(guī)定提交有關(guān)資料。省級農(nóng)業(yè)農(nóng)村部門按照《農(nóng)機(jī)購置補(bǔ)貼機(jī)具投檔工作規(guī)范(試行)》等要求,全面運(yùn)用農(nóng)機(jī)購置補(bǔ)貼機(jī)具自主投檔平臺,常年受理企業(yè)投檔,組織開展形式審核,公示公布投檔結(jié)果,并導(dǎo)入農(nóng)機(jī)購置補(bǔ)貼申請辦理服務(wù)系統(tǒng)。
 
  (三)受理補(bǔ)貼申請??h級農(nóng)業(yè)農(nóng)村部門全面實行辦理服務(wù)系統(tǒng)常年連續(xù)開放,推廣使用帶有人臉識別功能的手機(jī)App等信息化技術(shù),方便購機(jī)者隨時在線提交補(bǔ)貼申請、應(yīng)錄盡錄,加快實現(xiàn)購機(jī)者線下申領(lǐng)補(bǔ)貼“最多跑一次”“最多跑一地”。
 
  (四)建立補(bǔ)貼熔斷機(jī)制。全省農(nóng)機(jī)購置補(bǔ)貼資金申請數(shù)量增長過快或涉嫌發(fā)生違規(guī)行為時,啟動補(bǔ)貼熔斷機(jī)制(即省級農(nóng)業(yè)農(nóng)村部門可暫停部分或全部農(nóng)機(jī)購置補(bǔ)貼辦理服務(wù)系統(tǒng)操作功能),按照《黑龍江省農(nóng)機(jī)購置補(bǔ)貼熔斷機(jī)制實施細(xì)則》處理??h級農(nóng)機(jī)購置補(bǔ)貼資金申請數(shù)量達(dá)到當(dāng)年可用資金(含結(jié)轉(zhuǎn)資金和調(diào)劑資金)總量110%的,相關(guān)縣應(yīng)及時發(fā)布公告,停止受理補(bǔ)貼申請,并做好政策宣傳和解釋,引導(dǎo)購機(jī)戶理性購機(jī)。系統(tǒng)錄入恢復(fù)后,如補(bǔ)貼政策有所調(diào)整,補(bǔ)貼機(jī)具資質(zhì)、補(bǔ)貼標(biāo)準(zhǔn)和辦理程序等均按照錄入辦理服務(wù)系統(tǒng)時的相關(guān)規(guī)定執(zhí)行。
 
  (五)審驗公示信息??h級按照《黑龍江省農(nóng)機(jī)購置補(bǔ)貼機(jī)具核驗工作要點(diǎn)(試行)》等要求,對補(bǔ)貼相關(guān)申請資料進(jìn)行形式審核,對補(bǔ)貼機(jī)具進(jìn)行核驗,其中牌證管理機(jī)具憑牌證免于現(xiàn)場實物核驗,從黑龍江省農(nóng)機(jī)安全監(jiān)理數(shù)據(jù)平臺直接獲取機(jī)具信息。農(nóng)業(yè)農(nóng)村部門在收到購機(jī)者補(bǔ)貼申請后,應(yīng)于2個工作日內(nèi)做出是否受理的決定,對因資料不齊全等原因無法受理的,應(yīng)注明原因,并按原渠道退回申請;對符合條件可以受理的,應(yīng)于13個工作日內(nèi)(不含公示時間)完成相關(guān)核驗工作,并在農(nóng)機(jī)購置補(bǔ)貼信息公開專欄實時公布補(bǔ)貼申請信息,公示時間為5個工作日。鼓勵在鄉(xiāng)村或補(bǔ)貼申請點(diǎn)公示欄中同時公開公示信息。
 
  (六)兌付補(bǔ)貼資金??h級財政部門審核農(nóng)業(yè)農(nóng)村部門提交的資金兌付申請與有關(guān)材料,于15個工作日內(nèi)通過國庫集中支付方式向符合要求的購機(jī)者兌付資金。嚴(yán)禁擠占挪用農(nóng)機(jī)購置補(bǔ)貼資金。因資金不足或加強(qiáng)監(jiān)管等原因需要延期兌付的,應(yīng)告知購機(jī)者,并及時與同級農(nóng)業(yè)農(nóng)村部門聯(lián)合向上報告資金供需情況。補(bǔ)貼申領(lǐng)原則上當(dāng)年有效,因當(dāng)年財政補(bǔ)貼資金規(guī)模不夠、辦理手續(xù)時間緊張等無法享受補(bǔ)貼的,可在下一個年度優(yōu)先兌付。
 
  補(bǔ)貼政策全面實行跨年度連續(xù)實施,除涉嫌發(fā)生違規(guī)行為或補(bǔ)貼資金超錄產(chǎn)生熔斷外,不得以任何理由限制購機(jī)者提交補(bǔ)貼申請,且補(bǔ)貼機(jī)具資質(zhì)、補(bǔ)貼標(biāo)準(zhǔn)和辦理程序等均按購機(jī)者提交補(bǔ)貼申請并錄入辦理服務(wù)系統(tǒng)時的相關(guān)規(guī)定執(zhí)行,不受政策調(diào)整影響,切實穩(wěn)定購機(jī)者補(bǔ)貼申領(lǐng)預(yù)期。購機(jī)者對其購置的補(bǔ)貼機(jī)具擁有所有權(quán),可自主使用。
 
  七、實施要求
 
  (一)加強(qiáng)領(lǐng)導(dǎo),明確分工。各市(地)、縣(市、區(qū))農(nóng)業(yè)農(nóng)村、財政部門要建立健全政府領(lǐng)導(dǎo)下的聯(lián)合實施和監(jiān)管機(jī)制,切實加強(qiáng)組織協(xié)調(diào),密切溝通配合,健全完善風(fēng)險防控工作制度和內(nèi)部控制規(guī)程,明確職責(zé)分工,形成工作合力。要組織開展業(yè)務(wù)培訓(xùn)和廉政警示教育,提高補(bǔ)貼工作人員業(yè)務(wù)素質(zhì)和風(fēng)險防控能力。要進(jìn)一步明確職責(zé)分工,深入落實縣級及以下農(nóng)業(yè)農(nóng)村部門組織實施、審核和監(jiān)管責(zé)任和財政部門資金兌付、資金監(jiān)管責(zé)任。認(rèn)真做好補(bǔ)貼資金需求摸底、補(bǔ)貼對象確認(rèn)、補(bǔ)貼機(jī)具核實、補(bǔ)貼資金兌付、違規(guī)行為處理等工作。要將農(nóng)機(jī)購置補(bǔ)貼工作納入績效管理,形成管理閉環(huán),切實提升政策實施管理工作水平。成立由縣領(lǐng)導(dǎo)牽頭,審計、財政、農(nóng)機(jī)、公安、市場等相關(guān)部門參加的縣級農(nóng)機(jī)購置補(bǔ)貼工作領(lǐng)導(dǎo)小組,共同研究確定補(bǔ)貼政策重大事宜。
 
  市(地)級農(nóng)業(yè)農(nóng)村部門、財政部門要加強(qiáng)對縣級農(nóng)機(jī)購置補(bǔ)貼工作的指導(dǎo),重點(diǎn)開展縣級補(bǔ)貼方案審核、補(bǔ)貼資金需求審核、督導(dǎo)檢查、違規(guī)查處等工作。
 
  省級農(nóng)業(yè)農(nóng)村部門、財政部門組織開展補(bǔ)貼資金分配調(diào)劑、補(bǔ)貼范圍確定、補(bǔ)貼額測算和違規(guī)行為查處工作,指導(dǎo)各地全面落實農(nóng)機(jī)購置補(bǔ)貼政策規(guī)定。省級農(nóng)業(yè)農(nóng)村部門組織開展補(bǔ)貼機(jī)具投檔工作,指導(dǎo)農(nóng)機(jī)鑒定機(jī)構(gòu)以先進(jìn)、適用、綠色、高效為原則制定公布鑒定產(chǎn)品種類指南,并及時公開鑒定證書、鑒定結(jié)果和產(chǎn)品主要技術(shù)規(guī)格參數(shù)信息,為農(nóng)機(jī)購置補(bǔ)貼政策實施提供有力保障。
 
  各級農(nóng)業(yè)農(nóng)村部門、財政部門對補(bǔ)貼政策實施過程中出現(xiàn)的問題,要認(rèn)真研究解決,重大問題及時向上級機(jī)關(guān)報告。
 
  (二)優(yōu)化服務(wù),提升效能。依托農(nóng)機(jī)購置補(bǔ)貼申請辦理服務(wù)系統(tǒng)動,動態(tài)分析基層農(nóng)業(yè)農(nóng)村和財政部門辦理補(bǔ)貼申請具體時限,及時預(yù)警和定期通報超時辦理行為,督促各地切實加快補(bǔ)貼申請受理、資格審核、機(jī)具核驗、資金兌付等工作。切實加快補(bǔ)貼申請受理、資格審核、機(jī)具核驗、受益公示等工作,鼓勵在購機(jī)集中地或當(dāng)?shù)卣?wù)大廳等開展受理申請、核實登記等“一站式”服務(wù)。積極探索補(bǔ)貼申請、核驗、兌付全流程線上辦理新模式,推進(jìn)農(nóng)機(jī)購置補(bǔ)貼實施與監(jiān)管信息化技術(shù)集成應(yīng)用。
 
  細(xì)化完善補(bǔ)貼機(jī)具核驗流程,重點(diǎn)加強(qiáng)對大中型機(jī)具的核驗和單人多臺套、短期內(nèi)大批量等異常申請補(bǔ)貼情形的監(jiān)管,積極探索實行購機(jī)真實性承諾、受益信息實時公開和事中、事后抽查核驗相結(jié)合的補(bǔ)貼機(jī)具監(jiān)管方式。
 
  (三)公開信息,接受監(jiān)督。各級農(nóng)業(yè)農(nóng)村部門要因地制宜、綜合運(yùn)用宣傳掛圖、報紙雜志、廣播電視、互聯(lián)網(wǎng)等方式,以及村務(wù)公開等渠道,全方位開展補(bǔ)貼政策與實施工作宣傳解讀,著力提升政策知曉率,切實保障購機(jī)者、生產(chǎn)經(jīng)銷企業(yè)和廣大農(nóng)民群眾的知情權(quán)、監(jiān)督權(quán)。要健全完善農(nóng)機(jī)購置補(bǔ)貼信息公開專欄,按年度公告近三年縣域內(nèi)補(bǔ)貼受益信息,公開違規(guī)查處結(jié)果等信息,主動接受社會監(jiān)督;對實施方案、補(bǔ)貼額一覽表、操作程序、補(bǔ)貼機(jī)具信息表、投訴咨詢方式、違規(guī)查處結(jié)果等信息全面公開,實時公開補(bǔ)貼資金使用進(jìn)度和享受補(bǔ)貼購機(jī)者信息。各縣(市、區(qū))要將補(bǔ)貼檔案完整備案封存。
 
  (四)加強(qiáng)監(jiān)管,嚴(yán)懲違規(guī)。全面貫徹《黑龍江省農(nóng)業(yè)農(nóng)村廳黑龍江省財政廳關(guān)于印發(fā)<黑龍江省農(nóng)機(jī)購置補(bǔ)貼產(chǎn)品違規(guī)經(jīng)營行為處理細(xì)則(試行)>的通知》(黑農(nóng)廳聯(lián)發(fā)〔2020〕40號)要求,建立內(nèi)部控制機(jī)制,規(guī)范辦理流程,強(qiáng)化監(jiān)督制約。認(rèn)真落實風(fēng)險防控責(zé)任和異常情形主動報告制度,嚴(yán)格信用管理和農(nóng)機(jī)產(chǎn)銷企業(yè)承諾制,充分發(fā)揮專業(yè)機(jī)構(gòu)的技術(shù)優(yōu)勢和大數(shù)據(jù)的信息優(yōu)勢,有效開展違規(guī)行為全流程分析排查,從嚴(yán)整治突出違規(guī)行為,強(qiáng)化農(nóng)業(yè)農(nóng)村、財政部門聯(lián)合查處和聯(lián)動處理,原則上每年開展一次農(nóng)機(jī)購置補(bǔ)貼工作檢查,具體方案另行發(fā)布。
 
  年度購機(jī)補(bǔ)貼工作結(jié)束后,各縣(市、區(qū))農(nóng)業(yè)農(nóng)村、財政部門對本轄區(qū)補(bǔ)貼資金使用和補(bǔ)貼政策落實情況進(jìn)行全面總結(jié),形成總結(jié)報告并報市(地)農(nóng)機(jī)、財政部門,各市(地)在每年11月30日前,將全年農(nóng)機(jī)購置補(bǔ)貼實施情況總結(jié)報省農(nóng)業(yè)農(nóng)村廳和省財政廳。
