強(qiáng)化戰(zhàn)略引領(lǐng)
以戰(zhàn)略眼光擘畫發(fā)展藍(lán)圖
國(guó)務(wù)院參事、農(nóng)業(yè)農(nóng)村部原副部長(zhǎng)于康震作了題為《行進(jìn)在高質(zhì)量發(fā)展之路上的中國(guó)奶業(yè)》的主旨報(bào)告。他表示,一是我國(guó)奶業(yè)取得突出成就。乳品質(zhì)量安全水平總體達(dá)到世界奶業(yè)發(fā)達(dá)國(guó)家水平,奶源自給率恢復(fù)到安全水平,乳品加工企業(yè)總體達(dá)到世界一流水平,奶牛規(guī)?;B(yǎng)殖和單產(chǎn)水平持續(xù)提升,優(yōu)質(zhì)飼草料供應(yīng)能力持續(xù)提高,奶業(yè)綠色發(fā)展取得重要進(jìn)展。二是我國(guó)奶業(yè)發(fā)展挑戰(zhàn)與機(jī)遇并存。受新冠疫情后經(jīng)濟(jì)增長(zhǎng)乏力等因素影響,我國(guó)乳品消費(fèi)市場(chǎng)疲弱,原料奶供應(yīng)過(guò)剩,企業(yè)噴粉庫(kù)存壓力大。奶牛養(yǎng)殖和乳品加工企業(yè)效益下滑或虧損嚴(yán)重。2023年,我國(guó)人均乳品消費(fèi)量42.4公斤,僅為世界平均水平的三分之一。按照中國(guó)居民膳食指南推薦的奶及奶制品日均攝入量300-500g標(biāo)準(zhǔn),同時(shí)隨著“喝奶”向“吃奶”轉(zhuǎn)變,奶酪等干乳制品消費(fèi)顯著增長(zhǎng)的發(fā)展趨勢(shì),消費(fèi)者對(duì)乳品的營(yíng)養(yǎng)價(jià)值和健康功能越來(lái)越重視,未來(lái)奶業(yè)發(fā)展?jié)摿薮蟆?br />
他提出,面對(duì)我國(guó)奶業(yè)的嚴(yán)峻挑戰(zhàn),一要以消費(fèi)者為中心,促進(jìn)乳品消費(fèi)升級(jí)。消費(fèi)事關(guān)保障和改善民生,促進(jìn)消費(fèi)不僅具有緊迫性和重要性,而且具有戰(zhàn)略性和長(zhǎng)期性。要深入洞察消費(fèi)者需求,精準(zhǔn)滿足不同人群多元需求。去年中國(guó)奶業(yè)協(xié)會(huì)組織開(kāi)展了促進(jìn)我國(guó)乳品消費(fèi)戰(zhàn)略研究,并發(fā)布了《中國(guó)乳制品消費(fèi)擴(kuò)容提質(zhì)指導(dǎo)意見(jiàn)》。促進(jìn)乳品消費(fèi)也是本屆盛會(huì)的重要內(nèi)容,為促進(jìn)健康中國(guó)建設(shè),請(qǐng)結(jié)合實(shí)際,抓好落實(shí)。二要優(yōu)化乳品結(jié)構(gòu),推動(dòng)產(chǎn)業(yè)供需有效匹配。奶業(yè)發(fā)達(dá)國(guó)家均以干乳制品消費(fèi)為主,而我國(guó)以液態(tài)奶消費(fèi)為主。應(yīng)優(yōu)化液態(tài)奶與干乳制品生產(chǎn)比例,增加奶酪等高附加值產(chǎn)品的生產(chǎn)供應(yīng)。特別是要突破乳清蛋白、乳鐵蛋白、乳糖等嬰幼兒乳粉關(guān)鍵配料的自主研發(fā)和生產(chǎn),提升乳品深加工技術(shù)水平和供給能力。三要完善利益聯(lián)結(jié)機(jī)制,共享產(chǎn)業(yè)發(fā)展成果。健全養(yǎng)殖企業(yè)與乳品企業(yè)之間穩(wěn)定的利益聯(lián)結(jié)機(jī)制,推進(jìn)形成風(fēng)險(xiǎn)共擔(dān)、利益共享的產(chǎn)業(yè)格局。在農(nóng)業(yè)農(nóng)村部的精心指導(dǎo)下,中國(guó)奶業(yè)協(xié)會(huì)組織起草并印發(fā)了《關(guān)于進(jìn)一步加強(qiáng)奶業(yè)利益聯(lián)結(jié)機(jī)制建設(shè)的指導(dǎo)意見(jiàn)》,請(qǐng)結(jié)合各地和企業(yè)實(shí)際,認(rèn)真貫徹落實(shí),推動(dòng)形成緊密的產(chǎn)業(yè)鏈合作關(guān)系,實(shí)現(xiàn)共贏發(fā)展。四要維護(hù)供應(yīng)鏈穩(wěn)定,保障產(chǎn)業(yè)鏈安全。針對(duì)進(jìn)口乳品原料、儀器設(shè)備等斷供影響產(chǎn)業(yè)發(fā)展問(wèn)題,應(yīng)完善國(guó)內(nèi)奶業(yè)供應(yīng)鏈體系,建立更加多元化的供應(yīng)鏈,規(guī)避貿(mào)易壁壘,提高抗風(fēng)險(xiǎn)能力,保障產(chǎn)業(yè)鏈的安全穩(wěn)定和自主可控。五要加強(qiáng)科技創(chuàng)新驅(qū)動(dòng),推動(dòng)奶業(yè)自立自強(qiáng)。著力攻克奶業(yè)關(guān)鍵核心技術(shù)難題,努力實(shí)現(xiàn)重大科技突破。建立健全以企業(yè)為主體、市場(chǎng)為導(dǎo)向、產(chǎn)學(xué)研深度融合的科技創(chuàng)新體制機(jī)制,激發(fā)行業(yè)創(chuàng)新活力,推動(dòng)我國(guó)奶業(yè)邁向更高水平的科技自立自強(qiáng)。六要深化高水平對(duì)外開(kāi)放,提升國(guó)際競(jìng)爭(zhēng)力。立足國(guó)內(nèi)、放眼全球。應(yīng)抓住當(dāng)前世界新一輪科技革命和產(chǎn)業(yè)變革機(jī)遇,推動(dòng)高水平對(duì)外開(kāi)放,由注重貿(mào)易合作轉(zhuǎn)向深度技術(shù)合作。通過(guò)全球資源利用、業(yè)務(wù)流程再造、產(chǎn)業(yè)鏈整合、資本市場(chǎng)運(yùn)作等方式,提高產(chǎn)業(yè)國(guó)際化經(jīng)營(yíng)能力和服務(wù)水平。
中國(guó)農(nóng)業(yè)科學(xué)院原黨組書記、國(guó)家食物與營(yíng)養(yǎng)咨詢委員會(huì)主任、中國(guó)奶業(yè)協(xié)會(huì)戰(zhàn)略發(fā)展工作委員會(huì)名譽(yù)副主任陳萌山作了題為《為實(shí)現(xiàn)國(guó)民營(yíng)養(yǎng)健康飲奶水平達(dá)標(biāo)而共同奮斗》的主旨報(bào)告。他提出倡議,奶業(yè)同仁要為盡早實(shí)現(xiàn)國(guó)民每天飲奶300克的營(yíng)養(yǎng)健康達(dá)標(biāo)水平而共同奮斗。圍繞這一倡議,陳萌山重點(diǎn)分析了三個(gè)方面內(nèi)容。
一是國(guó)民飲奶營(yíng)養(yǎng)健康達(dá)標(biāo)水平的由來(lái)。既是基于營(yíng)養(yǎng)學(xué)研究的科學(xué)依據(jù)。奶類營(yíng)養(yǎng)豐富,含有蛋白質(zhì)、脂肪、乳糖、鈣、維生素B2、維生素D等20多種營(yíng)養(yǎng)素,包含人體所需的大多數(shù)營(yíng)養(yǎng)物質(zhì)。也是順應(yīng)居民膳食結(jié)構(gòu)優(yōu)化的現(xiàn)實(shí)需求。我國(guó)傳統(tǒng)膳食模式,奶的消費(fèi)少、占比低,嚴(yán)重影響了膳食營(yíng)養(yǎng)平衡。更是改善國(guó)民營(yíng)養(yǎng)健康的迫切要求。我國(guó)居民鈣攝入不足超過(guò)95%,18~59 歲成年人維生素B2攝入不足的人口比例超過(guò)85%,包括β-乳球蛋白、免疫球蛋白、乳鐵蛋白等多種活性蛋白成分,以及發(fā)酵乳中的益生菌等,多喝奶可以很好緩解這些問(wèn)題。
二是我們有條件有信心加快國(guó)民營(yíng)養(yǎng)健康飲奶水平達(dá)標(biāo)。我國(guó)奶業(yè)質(zhì)量有保障。我國(guó)奶牛養(yǎng)殖、生鮮乳質(zhì)量、乳制品加工工藝都達(dá)到了國(guó)際領(lǐng)先水平,我們有國(guó)際上最嚴(yán)格的奶業(yè)質(zhì)量監(jiān)管體系、最先進(jìn)的奶業(yè)生產(chǎn)體系,我們有充足的底氣、堅(jiān)實(shí)的基礎(chǔ)、強(qiáng)大的行業(yè)凝聚力,為城鄉(xiāng)居民提供放心的優(yōu)質(zhì)乳制品。居民消費(fèi)升級(jí)有需求。我國(guó)正由生產(chǎn)型社會(huì)向消費(fèi)型社會(huì)轉(zhuǎn)變,消費(fèi)將成為拉動(dòng)經(jīng)濟(jì)增長(zhǎng)的主要?jiǎng)恿?,全社?huì)對(duì)更好品質(zhì)、更加時(shí)尚、更營(yíng)養(yǎng)健康的消費(fèi)需求必將逐步擴(kuò)大。2023年乳制品消費(fèi)渠道趨于多元,基礎(chǔ)類和消費(fèi)升級(jí)類產(chǎn)品更受青睞。奶業(yè)創(chuàng)新和消費(fèi)熱點(diǎn)提振信心。有產(chǎn)品創(chuàng)新引領(lǐng)市場(chǎng)拓展的典型,有服務(wù)創(chuàng)新擴(kuò)大市場(chǎng)規(guī)模的典型,有政策措施創(chuàng)新增加消費(fèi)群體的典型。國(guó)家“學(xué)生飲用奶計(jì)劃”推廣成效顯著。促進(jìn)奶類消費(fèi)的良好氛圍正在逐步形成。政府部門、協(xié)會(huì)、企業(yè)、媒體等持續(xù)推廣宣傳,形成全社會(huì)、廣覆蓋的奶類科普環(huán)境。
三是我們要綜合施策全力推進(jìn)營(yíng)養(yǎng)健康飲奶水平達(dá)標(biāo)。推動(dòng)出臺(tái)奶類消費(fèi)支持政策。加快建設(shè)低溫奶產(chǎn)銷冷鏈物流基礎(chǔ)設(shè)施,推動(dòng)擴(kuò)大奶類消費(fèi)列入國(guó)家營(yíng)養(yǎng)立法,研究發(fā)放奶類消費(fèi)券,提高“國(guó)家學(xué)生飲用奶”覆蓋率。創(chuàng)新豐富奶類消費(fèi)產(chǎn)品。解決長(zhǎng)江以南奶類產(chǎn)品的生產(chǎn)供應(yīng)問(wèn)題,發(fā)展水牛奶等特色乳品,加快布局原制奶酪和乳清產(chǎn)業(yè)鏈。提升擴(kuò)大奶類消費(fèi)服務(wù)。重塑奶制品的市場(chǎng)定位,減少豪華、高端包裝,減少企業(yè)過(guò)度營(yíng)銷成本。規(guī)范奶類產(chǎn)品及其消費(fèi)服務(wù),出臺(tái)奶茶行業(yè)標(biāo)準(zhǔn),提高奶類產(chǎn)品線上線下鋪貨率,推動(dòng)奶類供應(yīng)納入營(yíng)養(yǎng)健康食堂評(píng)價(jià)體系。優(yōu)化改善奶類消費(fèi)環(huán)境。發(fā)揮各級(jí)宣傳部門的主導(dǎo)作用和主流媒體的主渠道作用,鼓勵(lì)新媒體積極參與奶類科普宣傳。
中國(guó)工程院院士、中國(guó)奶業(yè)協(xié)會(huì)副會(huì)長(zhǎng)任發(fā)政作了題為《乳品營(yíng)養(yǎng)與健康》的主旨報(bào)告。他指出,健康成為社會(huì)高度關(guān)注的社會(huì)問(wèn)題,營(yíng)養(yǎng)不均衡引發(fā)的健康問(wèn)題日益嚴(yán)重,營(yíng)養(yǎng)是調(diào)控健康的方式之一。已有研究表明,乳制品能夠降低心血管疾病、肥胖等慢性病的風(fēng)險(xiǎn),且乳中的營(yíng)養(yǎng)物質(zhì)的健康功效也不斷被認(rèn)知,乳鐵蛋白具有促成骨活性,母乳低聚糖具有促進(jìn)腸道健康的作用,多不飽和脂肪酸有益于嬰幼兒生長(zhǎng)發(fā)育,miRNA能夠促進(jìn)器官發(fā)育及免疫調(diào)節(jié)。
發(fā)展乳品產(chǎn)業(yè),要以科技創(chuàng)新和智能化為核心,在原料端挖掘新型活性成分、工藝端突破分離純化與活性保持技術(shù)、裝備端實(shí)現(xiàn)智能化與自動(dòng)化;加強(qiáng)科學(xué)研究,完善產(chǎn)品端的功效評(píng)價(jià)與臨床數(shù)據(jù),針對(duì)特殊人群制定精準(zhǔn)干預(yù)策略;結(jié)合產(chǎn)業(yè)現(xiàn)狀,充分發(fā)揮科技創(chuàng)新的引領(lǐng)作用,以新質(zhì)生產(chǎn)力為指引,制定“中國(guó)牛、中國(guó)養(yǎng)殖模式、中國(guó)原料、中國(guó)裝備、中國(guó)標(biāo)準(zhǔn)”的目標(biāo),助力我國(guó)乳品產(chǎn)業(yè)的高質(zhì)量發(fā)展。

深入貫徹黨的二十大精神,認(rèn)真落實(shí)推動(dòng)高質(zhì)量發(fā)展戰(zhàn)略部署,樹(shù)立登高望遠(yuǎn)的戰(zhàn)略觀,中國(guó)奶業(yè)協(xié)會(huì)戰(zhàn)略發(fā)展工作委員會(huì),深刻總結(jié)發(fā)展成就和經(jīng)驗(yàn),科學(xué)研判當(dāng)前發(fā)展環(huán)境和形勢(shì),系統(tǒng)謀劃未來(lái)戰(zhàn)略和舉措,通過(guò)實(shí)地調(diào)查和深入研究,形成三大課題研究報(bào)告,助力中國(guó)奶業(yè)走出當(dāng)前困境,實(shí)現(xiàn)轉(zhuǎn)型升級(jí)、創(chuàng)新可持續(xù)發(fā)展。
《中國(guó)奶業(yè)科技創(chuàng)新與應(yīng)用研究報(bào)告》,闡述了中國(guó)奶業(yè)創(chuàng)新發(fā)展堅(jiān)實(shí)的產(chǎn)業(yè)基礎(chǔ)、良好的創(chuàng)新環(huán)境和豐富的創(chuàng)新舉措,以及在繁殖育種、飼料營(yíng)養(yǎng)、疫病防控、智能化裝備、產(chǎn)品結(jié)構(gòu)、產(chǎn)品工藝等方面取得的重要成果。同時(shí),針對(duì)優(yōu)質(zhì)種源自給率不高、單位原奶生產(chǎn)成本高、乳制品產(chǎn)品結(jié)構(gòu)不均衡、乳品深加工和配料研發(fā)不足、養(yǎng)殖

農(nóng)業(yè)農(nóng)村部食物與營(yíng)養(yǎng)發(fā)展研究所所長(zhǎng)、國(guó)家奶業(yè)科技創(chuàng)新聯(lián)盟理事長(zhǎng)王加啟在《我國(guó)乳品產(chǎn)業(yè)面臨的挑戰(zhàn)及發(fā)展對(duì)策》專題報(bào)告中強(qiáng)調(diào),創(chuàng)新推動(dòng)奶業(yè)全產(chǎn)業(yè)鏈高效優(yōu)質(zhì)協(xié)調(diào)發(fā)展,一是以民族為根本的奶業(yè)初心不能變,要思考為什么一個(gè)民族需要奶業(yè);二是要建立以健康為導(dǎo)向的科技創(chuàng)新,我國(guó)慢性病人口占比較高,要思考奶在人民健康中發(fā)揮什么作用,如何進(jìn)行科技創(chuàng)新,促進(jìn)奶業(yè)全產(chǎn)業(yè)鏈協(xié)調(diào)發(fā)展;三是要建立以利益聯(lián)結(jié)為導(dǎo)向的創(chuàng)新機(jī)制,要把消費(fèi)者與人類健康包含在產(chǎn)業(yè)鏈之中,實(shí)現(xiàn)生產(chǎn)力與生產(chǎn)關(guān)系協(xié)調(diào)發(fā)展,而不是僅僅強(qiáng)調(diào)生產(chǎn)力,忽視生產(chǎn)關(guān)系,只有這樣才能保障奶業(yè)行穩(wěn)致遠(yuǎn)。他表示,長(zhǎng)期以來(lái)奶業(yè)創(chuàng)新團(tuán)隊(duì)以構(gòu)建新型的“種植—養(yǎng)殖—加工—消費(fèi)—健康”一體化利益聯(lián)結(jié)共同體為核心,把消費(fèi)與健康納入奶業(yè)鏈,大力實(shí)施優(yōu)質(zhì)乳工程,持續(xù)推進(jìn)節(jié)本增效優(yōu)質(zhì)擴(kuò)消費(fèi)行動(dòng),進(jìn)一步開(kāi)拓奶業(yè)高質(zhì)量發(fā)展新局面,助力健康中國(guó)戰(zhàn)略。截至2023年,共發(fā)布優(yōu)質(zhì)乳標(biāo)準(zhǔn)66項(xiàng),形成“優(yōu)質(zhì)原奶—綠色工藝—品質(zhì)評(píng)價(jià)”優(yōu)質(zhì)乳工程全產(chǎn)業(yè)鏈標(biāo)準(zhǔn)化技術(shù)體系。
國(guó)家奶牛產(chǎn)業(yè)技術(shù)體系首席科學(xué)家、中國(guó)農(nóng)業(yè)大學(xué)教授、中國(guó)奶業(yè)協(xié)會(huì)副會(huì)長(zhǎng)李勝利在《中國(guó)奶牛養(yǎng)殖業(yè)走出困境的思考與舉措》專題報(bào)告中建議,一是2024年適當(dāng)壓縮奶牛產(chǎn)能,增加淘汰成母牛約30萬(wàn)頭,每天減少8000噸奶才能大幅緩解產(chǎn)能過(guò)剩;2024年上半年估計(jì)全國(guó)去產(chǎn)能每天壓縮了近4500噸原奶,去產(chǎn)能預(yù)計(jì)仍將持續(xù)一段時(shí)間。二是推動(dòng)奶牛場(chǎng)與乳企建立長(zhǎng)期穩(wěn)定的合作關(guān)系和利益聯(lián)結(jié),包括社會(huì)牧場(chǎng)與乳企簽訂長(zhǎng)期穩(wěn)定的合同關(guān)系,有條件的牧場(chǎng)依靠政策和區(qū)域優(yōu)勢(shì)發(fā)展奶農(nóng)辦加工、品種特色養(yǎng)殖,新建牧場(chǎng)爭(zhēng)取與乳企的加工廠實(shí)現(xiàn)股權(quán)綁定,深化利益聯(lián)結(jié)機(jī)制。三是引導(dǎo)金融機(jī)構(gòu)加大對(duì)資金周轉(zhuǎn)緊張奶牛場(chǎng)的資金支持力度。四是加快修訂完善產(chǎn)業(yè)政策,化解奶業(yè)發(fā)展的深層次矛盾,包括修訂常溫奶標(biāo)準(zhǔn)推動(dòng)使用生鮮乳,放寬奶牛場(chǎng)自主加工銷售乳制品的政策限制。五是明確新建大型奶牛養(yǎng)殖場(chǎng)配套飼草料地相關(guān)標(biāo)準(zhǔn),提高種養(yǎng)結(jié)合比例。最后是在技術(shù)方面,加大淘汰低質(zhì)奶牛,將成母牛:后備牛比例提升至60:40,通過(guò)種養(yǎng)結(jié)合、均衡營(yíng)養(yǎng)等技術(shù)措施,將公斤奶飼料成本控制在1.8-2.0元。

2023年中央農(nóng)村工作會(huì)議提出“完善聯(lián)農(nóng)帶農(nóng)機(jī)制,實(shí)施農(nóng)民增收促進(jìn)行動(dòng)”。2024年中央一號(hào)文件要求“強(qiáng)化產(chǎn)業(yè)發(fā)展聯(lián)農(nóng)帶農(nóng),健全新型農(nóng)業(yè)經(jīng)營(yíng)主體和涉農(nóng)企業(yè)扶持政策與帶動(dòng)農(nóng)戶增收掛鉤機(jī)制”。聯(lián)農(nóng)帶農(nóng)機(jī)制,是提升鄉(xiāng)村產(chǎn)業(yè)發(fā)展水平、促進(jìn)農(nóng)民持續(xù)穩(wěn)定增收的重要牽引。
中國(guó)奶業(yè)協(xié)會(huì)原副會(huì)長(zhǎng)兼秘書長(zhǎng)、戰(zhàn)略發(fā)展工作委員會(huì)秘書長(zhǎng)劉亞清宣讀了《2024中國(guó)奶業(yè)聯(lián)農(nóng)帶農(nóng)重要成果》。經(jīng)統(tǒng)計(jì),我國(guó)奶業(yè)已形成以龍頭企業(yè)帶動(dòng)、專業(yè)合作社帶動(dòng)、休閑牧場(chǎng)帶動(dòng)、互聯(lián)網(wǎng)+數(shù)智化帶動(dòng)、生態(tài)循環(huán)帶動(dòng)式以及區(qū)域特色帶動(dòng)等六大聯(lián)農(nóng)帶農(nóng)模式,伊利、蒙牛、光明、君樂(lè)寶及飛鶴等39家奶業(yè)企業(yè),開(kāi)展了68項(xiàng)重點(diǎn)聯(lián)農(nóng)帶農(nóng)項(xiàng)目,累計(jì)投入幫扶資金803億,覆蓋人數(shù)43萬(wàn),技能培訓(xùn)101萬(wàn)人次,解決農(nóng)民就業(yè)24萬(wàn)人,農(nóng)民年人均增收2.34萬(wàn)元,在經(jīng)濟(jì)效益、社會(huì)效益、環(huán)境效益等方面取得了很大成效。今后,要在強(qiáng)化經(jīng)營(yíng)主體培育,夯實(shí)聯(lián)農(nóng)帶農(nóng)基礎(chǔ);健全利益聯(lián)結(jié)機(jī)制,提升聯(lián)農(nóng)帶農(nóng)效益;完善幫扶支持體系,強(qiáng)化聯(lián)農(nóng)帶農(nóng)保障;創(chuàng)新聯(lián)農(nóng)帶農(nóng)模式,拓展聯(lián)農(nóng)帶農(nóng)路徑;加強(qiáng)輿論宣傳引導(dǎo),增強(qiáng)聯(lián)農(nóng)帶農(nóng)意識(shí)方面等進(jìn)一步強(qiáng)化奶業(yè)發(fā)展聯(lián)農(nóng)帶農(nóng),完善聯(lián)農(nóng)帶農(nóng)機(jī)制。
