變型拖拉機(jī)注銷清零后有關(guān)工作的思考

導(dǎo)讀:截至2024年12月,全州注銷變型拖拉機(jī)30717臺,全面完成存量變型拖拉機(jī)的注銷“清零”工作。

  【農(nóng)機(jī)網(wǎng) 熱點(diǎn)關(guān)注】 一、變型拖拉機(jī)專項(xiàng)整治情況
 
  變型拖拉機(jī)是一種基于標(biāo)準(zhǔn)拖拉機(jī)進(jìn)行功能性改進(jìn)的運(yùn)輸型拖拉機(jī)。變型拖拉機(jī)的歷史可以追溯到上世紀(jì)九十年代中期,當(dāng)時(shí)農(nóng)村建設(shè)需求激增,但由于農(nóng)民購買力有限,于是使用汽車底盤搭配農(nóng)用柴油機(jī),形成了這種特殊的運(yùn)輸型拖拉機(jī)。在過去的農(nóng)業(yè)生產(chǎn)和城鄉(xiāng)短距離運(yùn)輸中,變型拖拉機(jī)發(fā)揮過積極作用,但由于變型拖拉機(jī)駕駛員門檻低,技術(shù)落后,檢驗(yàn)比例低等諸多原因,許多變型拖拉機(jī)存在嚴(yán)重的安全隱患。這些隱患不僅威脅著駕駛員自身的生命安全,也對道路上其他行人和車輛構(gòu)成了極大風(fēng)險(xiǎn)。同時(shí),部分變型拖拉機(jī)不符合當(dāng)前環(huán)保要求,對環(huán)境也有一定負(fù)面影響。
 
  為了從源頭上消除變型拖拉機(jī)帶來的安全和環(huán)境隱患,保障道路交通和農(nóng)業(yè)生產(chǎn)環(huán)境的安全與穩(wěn)定。2015年,云南省農(nóng)業(yè)廳、云南省工業(yè)和信息化委員會(huì)、云南省公安廳、云南省質(zhì)量技術(shù)監(jiān)督局、云南省工商行政管理局聯(lián)合下發(fā)《關(guān)于停止執(zhí)行<云南省運(yùn)輸型拖拉機(jī)行業(yè)管理規(guī)范(暫行)>的通知》(云農(nóng)機(jī)〔2015〕8號)文件,自2015年10月1日起,嚴(yán)禁以任何理由、任何形式給變型拖拉機(jī)上牌登記。2017年農(nóng)業(yè)部、公安部、國家安全監(jiān)管總局聯(lián)合印發(fā)了《關(guān)于開展變型拖拉機(jī)專項(xiàng)整治的通知》、省、州農(nóng)業(yè)農(nóng)村、公安、應(yīng)急等部門也結(jié)合實(shí)際制定印發(fā)了相應(yīng)的變型拖拉機(jī)專項(xiàng)整治方案,并就多次就變型拖拉機(jī)專項(xiàng)整治工作召開過會(huì)議,2021年省安委辦和州安委辦又分別制定印發(fā)了《云南省安全生產(chǎn)委員會(huì)辦公室關(guān)于印發(fā)云南省深入推進(jìn)變型拖拉機(jī)專項(xiàng)整治工作方案的通知》(云安辦〔2021〕1號)、《紅河州安全生產(chǎn)委員會(huì)關(guān)于印發(fā)<紅河州深入推進(jìn)變型拖拉機(jī)專項(xiàng)整治工作實(shí)施意見>的通知》(紅安辦〔2021〕3號)。八年來,經(jīng)過紅河州農(nóng)業(yè)農(nóng)村、公安交警等各個(gè)部門認(rèn)真落實(shí)部門責(zé)任、強(qiáng)化協(xié)作配合,推進(jìn)變型拖拉機(jī)專項(xiàng)整治工作,取得了一定效果。截至2024年12月,全州注銷變型拖拉機(jī)30717臺,全面完成存量變型拖拉機(jī)的注銷“清零”工作。
 
  二、變拖“清零”工作中發(fā)現(xiàn)的主要問題及原因
 
  隨著變拖“清零”工作的推進(jìn),已經(jīng)公告注銷的“黑車”違法載貨載人上路等問題逐步顯現(xiàn),道路交通安全隱患總體上沒有消除。
 
  (一)存在的主要問題
 
  1.達(dá)到注銷年限的變型拖拉機(jī)報(bào)廢率低,大多數(shù)仍在上路運(yùn)營。農(nóng)業(yè)農(nóng)村部門嚴(yán)格按照“使用年限超過9年或檢驗(yàn)有效期屆滿連續(xù)3年未取得檢驗(yàn)合格標(biāo)志予以強(qiáng)制注銷”的要求,對達(dá)到使用年限的變型拖拉機(jī)實(shí)行公告等方式的強(qiáng)制注銷,并對機(jī)主下發(fā)了報(bào)廢通知書。但根據(jù)我們在實(shí)際工作中調(diào)查了解,全州開展變拖注銷“清零”工作以來,變型拖拉機(jī)辦理注銷登記后,沒有經(jīng)過拆解回收,注銷了的變型拖拉機(jī)還照常上路,安全隱患非常突出,這個(gè)問題在全州范圍還普遍存在。
 
  2.源頭治理不到位,變型拖拉機(jī)相同相似機(jī)型仍在生產(chǎn)銷售,社會(huì)擁有量仍在增加。2015年省農(nóng)業(yè)、工信、公安、質(zhì)監(jiān)、工商等5廳局聯(lián)合下發(fā)了《關(guān)于停止執(zhí)行云南省運(yùn)輸型拖拉機(jī)行業(yè)管理規(guī)范(暫行)的通知》(云農(nóng)機(jī)〔2015〕8號)文件,自2015年10月1日起,嚴(yán)禁以任何理由、任何形式給變型拖拉機(jī)上牌登記。2017年農(nóng)業(yè)部辦公廳、公安部辦公廳、國家安全監(jiān)管總局聯(lián)發(fā)的《關(guān)于開展變型拖拉機(jī)專項(xiàng)整治工作的通知》(農(nóng)辦機(jī)〔2017〕3號)第四部份第一條中已經(jīng)明確指出:變型拖拉機(jī)是企業(yè)非法生產(chǎn)銷售、地方以拖拉機(jī)名義登記上牌的機(jī)動(dòng)車。但截止今天,不少廠家還在生產(chǎn)銷售類似變型拖拉機(jī)的車輛,并且把名字變更為“田園運(yùn)輸機(jī)”以規(guī)避監(jiān)管部門處罰,這種運(yùn)輸機(jī)無工信部的合格證,也沒有農(nóng)機(jī)推廣鑒定部門的推廣鑒定證,在農(nóng)機(jī)監(jiān)理部門注冊登記不了,也未明確監(jiān)管部門,在田間地頭大量運(yùn)用,動(dòng)態(tài)監(jiān)督管理困難,造成監(jiān)管死角、漏洞,由此帶來的安全隱患異常突出,對深化變型拖拉機(jī)專項(xiàng)整治工作產(chǎn)生較大的負(fù)面影響。
 
  3.外籍變型拖拉機(jī)監(jiān)管難度大。由于農(nóng)機(jī)監(jiān)理系統(tǒng)未進(jìn)行全國聯(lián)網(wǎng),省際之間車輛信息查詢周期長無法及時(shí)確認(rèn)信息,部門間配合不夠密切,查處效果不理想。導(dǎo)致目前懸掛外省籍拖拉機(jī)號牌及號牌造假販假問題突出,甚至有大貨車冒用假外省籍拖拉機(jī)號牌,以躲避公安交管部門逃避公安交管部門的處罰。
 
  (二)造成問題的主要原因
 
  1.上路執(zhí)法難度大。按照道路交通安全法規(guī)定,上道路行駛的機(jī)動(dòng)車的執(zhí)法主體為公安交警部門。一直以來,公安交警部門的機(jī)動(dòng)車管理系統(tǒng)和農(nóng)業(yè)農(nóng)村部門的拖拉機(jī)管理系統(tǒng)不兼容,不能相互查詢,只能通過人工交換信息,成本高、工作效率低。目前,公安交警對機(jī)動(dòng)車的管理完全實(shí)現(xiàn)了電子化,且與銀行等部門實(shí)現(xiàn)大數(shù)據(jù)對接。從機(jī)動(dòng)車注冊、登記、審驗(yàn),駕駛證考試、發(fā)證、審驗(yàn),機(jī)動(dòng)車違法證據(jù)的采集、處罰、罰款繳納、駕駛證扣分等全部實(shí)現(xiàn)電子化的大數(shù)據(jù)管理,交警部門可以從管理系統(tǒng)上直接管理,車主也可實(shí)時(shí)查詢自已的車輛狀態(tài)。農(nóng)業(yè)農(nóng)村部門管理的拖拉機(jī)管理系統(tǒng),僅僅是一個(gè)注冊、登記、審驗(yàn),駕駛證考試、發(fā)證、審驗(yàn)的內(nèi)部管理的靜態(tài)系統(tǒng),不能與交警、銀行等部門實(shí)現(xiàn)大數(shù)據(jù)對接,機(jī)主也無法實(shí)時(shí)查詢自己的車輛狀態(tài)。由于執(zhí)法要求規(guī)范化、電子化,交警部門上路執(zhí)法時(shí),因變型拖拉機(jī)相關(guān)信息不在公安交警的管理系統(tǒng)內(nèi),對變型拖拉機(jī)違法載人等交通違法行為的電子證據(jù)采集、罰款繳納、扣分等無法電子化處理,在規(guī)范化、電子化執(zhí)法的要求下,交警無法比對車型,也無法實(shí)現(xiàn)罰款繳納、駕駛證扣分的電子化,公安交警對變型拖拉機(jī)的上路執(zhí)法成本高。即使是公安交警部門和農(nóng)機(jī)部門現(xiàn)場聯(lián)合執(zhí)法,罰款繳納、扣分等因農(nóng)機(jī)管理系統(tǒng)不與銀行、交警部門實(shí)現(xiàn)大數(shù)據(jù)對接,處罰結(jié)果難以追蹤、實(shí)現(xiàn)。
 
  2.地方政府重視不夠。各地對變型拖拉機(jī)專項(xiàng)整治工作重視程度千差萬別,有的地方堅(jiān)決果斷、辦法多、措施有力、整治效果明顯,有的地方猶豫不決、方法簡單、措施無力、效果不好,形成鮮明對比。如2020年省、州安委會(huì)辦公室文件下發(fā)后,只有極少數(shù)的縣通過政府文件形式明確職責(zé)任務(wù)、推動(dòng)工作開展,絕大多數(shù)縣(市)都是簡單的原文轉(zhuǎn)發(fā)州安委會(huì)辦公室文件,沒有結(jié)合實(shí)際制定具體化的措施和辦法。同時(shí),各地農(nóng)業(yè)農(nóng)村部門對農(nóng)業(yè)行政綜合執(zhí)法和農(nóng)機(jī)安全監(jiān)理業(yè)務(wù)有效銜接指導(dǎo)不到位,多數(shù)地方機(jī)構(gòu)改革弱化了農(nóng)機(jī)安全監(jiān)理工作,農(nóng)機(jī)安全監(jiān)理人員被抽調(diào)到其他崗位,工作經(jīng)費(fèi)缺乏、人員不足問題突出,導(dǎo)致日常拖拉機(jī)和聯(lián)合收割機(jī)注冊登記、駕駛牌證管理、年度檢驗(yàn)工作常態(tài)化、規(guī)范化程度不高,變型拖拉機(jī)專項(xiàng)整治工作推進(jìn)不平衡。
 
  3.責(zé)任壓實(shí)不到位。變型拖拉機(jī)專項(xiàng)整治工作還存在政出多門、業(yè)務(wù)交叉等問題,有些地方?jīng)]有厘清職能職責(zé),還存在對上級部門開展變拖專項(xiàng)整治有關(guān)政策、文件貫徹執(zhí)行不到位現(xiàn)象,如對“強(qiáng)化通行運(yùn)營管理,實(shí)施變型拖拉機(jī)道路限行禁行管理措施”的要求,各縣(市)均沒有落實(shí)。同時(shí),從各地安全檢查情況看,變型拖拉機(jī)注銷業(yè)務(wù)還有很多不規(guī)范的地方,如對已注銷未收回牌證的變型拖拉機(jī)動(dòng)態(tài)追蹤不到位,存在變型拖拉機(jī)去向不明的情況;還存在對變型拖拉機(jī)注銷業(yè)務(wù)告知不到位的情況;個(gè)別地方還存在變型拖拉機(jī)注銷業(yè)務(wù)的檔案管理不到位的情況等。
 
  4.監(jiān)管部門配合不夠。近年來,農(nóng)業(yè)農(nóng)村與公安交警、應(yīng)急管理部門強(qiáng)化聯(lián)合監(jiān)管,取得較好成效,但由于政府主導(dǎo)、部門協(xié)同的工作機(jī)制未全面建立健全,監(jiān)管的合力不夠、效果不好。特別是農(nóng)業(yè)農(nóng)村與公安交警部門之間的動(dòng)、靜態(tài)監(jiān)管未能實(shí)現(xiàn)有效銜接,導(dǎo)致農(nóng)業(yè)機(jī)械存在路面動(dòng)態(tài)監(jiān)管盲點(diǎn),道路交通執(zhí)法存在盲區(qū),農(nóng)機(jī)安全監(jiān)理部門無道路執(zhí)法權(quán)限,與公安交通管理部門信息共享機(jī)制局部地區(qū)還存在不通不暢的情況,道路交通安全監(jiān)管尚未形成“逢機(jī)必查、違法必究”的高壓嚴(yán)管工作態(tài)勢,導(dǎo)致變型拖拉機(jī)所有人違法成本低,屢查屢犯。
 
  5.變拖整治政策宣傳不到位。變型拖拉機(jī)所有人缺乏必要的安全意識和遵紀(jì)守法意識,對國家取消變拖注冊上牌的政策不理解不了解,對偽造和使用假號牌的違法行為帶來的后果認(rèn)識不足。
 
  6.農(nóng)機(jī)監(jiān)管隊(duì)伍力量薄弱。據(jù)統(tǒng)計(jì),目前全州從事農(nóng)機(jī)安全監(jiān)管人員在編人數(shù)為119人,但由于駐村或抽調(diào)到其他部門開展中心工作等原因,在編不在崗現(xiàn)象較為突出(如:州農(nóng)機(jī)安全服務(wù)中心有10人編制,現(xiàn)空編4人,1人派出駐村,1人被抽調(diào)至其他崗位工作,實(shí)際在崗人員僅有4人),部分縣市農(nóng)機(jī)部門編制、人員減少,業(yè)務(wù)骨干流失,有的鄉(xiāng)鎮(zhèn)機(jī)構(gòu)改革后,不再設(shè)置專職的農(nóng)機(jī)監(jiān)理人員,基層農(nóng)機(jī)安全監(jiān)管工作出現(xiàn)缺管、漏管現(xiàn)象。同時(shí),近年來,州、縣由于財(cái)政困難,州、縣、鄉(xiāng)各級農(nóng)機(jī)安全監(jiān)管工作經(jīng)費(fèi)難以保障,監(jiān)管工作開展面臨較大困難。
 
  三、下一步的對策措施
 
  (一)加強(qiáng)組織領(lǐng)導(dǎo),認(rèn)真履職盡責(zé)。一是州交安委要督促各縣(市)要切實(shí)承擔(dān)起主要職責(zé)任務(wù),按照上級黨委政府的決策部署和相關(guān)職能部門的工作要求,在變型拖拉機(jī)的管 理問題上,制定相應(yīng)的工作規(guī)劃,研究出臺有關(guān)措施和長效機(jī)制。 同時(shí),充分發(fā)揮職能作用,指導(dǎo)、協(xié)調(diào)和組織、推進(jìn)轄區(qū)變型拖 拉機(jī)管理工作,對存在的突出問題加以研究,提出切實(shí)可行的整 治措施,合力做好變型拖拉機(jī)的管理工作。二是各級公安部門特 別是鄉(xiāng)鎮(zhèn)派出所要切實(shí)履行好道路交通安全工作領(lǐng)導(dǎo)小組辦公 室的職能,充分發(fā)揮協(xié)調(diào)、督導(dǎo)、督促、服務(wù)作用,建立健全并 充分利用聯(lián)席會(huì)議制度等工作機(jī)制,協(xié)同推動(dòng)各成員單位深耕 “責(zé)任田”、擰成“一股繩”,指導(dǎo)做好條線工作。并根據(jù)需要 適時(shí)組織開展變型拖拉機(jī)管理工作的督導(dǎo)檢查,結(jié)合實(shí)際及時(shí)反 饋風(fēng)險(xiǎn)隱患,提出針對性工作建議。對發(fā)生重大敏感事件、工作 推進(jìn)不力等情況,要進(jìn)行約談,視情況開展掛牌督辦,全面壓實(shí) 工作責(zé)任。三是各級交安委成員單位要充分用好領(lǐng)導(dǎo)小組辦公室聯(lián)席會(huì)議這一議事平臺,加強(qiáng)工作溝通協(xié)調(diào)和密切配合,共同 研究謀劃、積極推動(dòng)解決影響和制約道路交通安全的痛點(diǎn)、難點(diǎn)問題,全面構(gòu)建齊抓共管、協(xié)同共治新格局。
 
  (二)強(qiáng)化源頭管理,夯實(shí)安全基礎(chǔ)。各級農(nóng)業(yè)農(nóng)村部門一是要嚴(yán)格拖拉機(jī)注冊登記,對不符合國家標(biāo)準(zhǔn)的拖拉機(jī)一律不予注冊登記。把好安全技術(shù)檢驗(yàn)關(guān),嚴(yán)格檢驗(yàn)標(biāo)準(zhǔn),對反光標(biāo)識、轉(zhuǎn) 向、制動(dòng)、照明及信號等進(jìn)行重點(diǎn)檢查。實(shí)施拖拉機(jī)“亮尾工程”, 拖拉機(jī)運(yùn)輸機(jī)組應(yīng)燈光齊全并粘貼反光標(biāo)識,未粘貼反光標(biāo)識的不予注冊登記、不予通過檢驗(yàn);強(qiáng)化駕駛員培訓(xùn)與考試,拓寬培訓(xùn)渠道,規(guī)范考試程序,嚴(yán)格考試標(biāo)準(zhǔn),切實(shí)提高拖拉機(jī)駕駛操 作人員的安全生產(chǎn)意識和技能。二是要加強(qiáng)農(nóng)機(jī)安全執(zhí)法,組織執(zhí)法人員深入農(nóng)田、場院和農(nóng)機(jī)合作社等場所開展安全檢查和隱 患排查。要認(rèn)真落實(shí)《農(nóng)業(yè)機(jī)械報(bào)廢更新補(bǔ)貼實(shí)施意見》,大力推動(dòng)安全性能不符合要求的老舊拖拉機(jī)報(bào)廢更新。積極推行農(nóng)機(jī) 安全生產(chǎn)“網(wǎng)格化”監(jiān)管,推進(jìn)“鄉(xiāng)村農(nóng)機(jī)兩員”與“警保兩站 兩員”有機(jī)結(jié)合,實(shí)行“一站多能、 一人多崗”,將力量向基層 延伸下沉,解決農(nóng)村交通和農(nóng)機(jī)安全監(jiān)管“最后一公里”缺位問 題 。三是要強(qiáng)化拖拉機(jī)道路交通安全監(jiān)管,積極協(xié)調(diào)公安交 管部門抓好拖拉機(jī)駕駛?cè)诉`法教育及違法行為協(xié)查工作,對拖拉機(jī)運(yùn)輸機(jī)組駕駛?cè)嗽谝粋€(gè)記分周期內(nèi)累計(jì)達(dá)到12分的,農(nóng)機(jī)監(jiān)理機(jī)構(gòu)在接到公安部門通報(bào)后,應(yīng)當(dāng)通知駕駛?cè)嗽?5日內(nèi)接受道路交通安全法律法規(guī)和相關(guān)知識的教育。駕駛?cè)私邮芙逃?,農(nóng)機(jī)監(jiān)理機(jī)構(gòu)應(yīng)當(dāng)在20日內(nèi)對其進(jìn)行科目一考試。駕駛?cè)嗽谝粋€(gè)記分周期內(nèi)兩次以上達(dá)到12分的,農(nóng)機(jī)監(jiān)理機(jī)構(gòu)還應(yīng)當(dāng)在科目一考試合格后的10內(nèi)對其進(jìn)行科目四考試。四是要加強(qiáng)提醒引導(dǎo)已經(jīng)公告注銷的變型拖拉機(jī)車主,主動(dòng)到指定報(bào)廢回收企業(yè)對報(bào)廢車輛進(jìn)行拆解處理,配合做好變型拖拉機(jī)強(qiáng)制注銷登記業(yè)務(wù)。五是要聯(lián)合公安交管部門開展“送安全知識下鄉(xiāng)”活動(dòng),推動(dòng)交通安全知識巡回宣傳,普及道路交通安全和農(nóng)機(jī)安全生產(chǎn)法律、法規(guī)及農(nóng)機(jī)安全生產(chǎn)知識,運(yùn)用典型事故案例進(jìn)行警示教育,提高農(nóng)民機(jī)手和廣大農(nóng)民群眾懂法、守法和安全生產(chǎn)意識。
 
  (三)強(qiáng)化執(zhí)法檢查,下沉監(jiān)管重心。各級公安交管部門要聯(lián)合農(nóng)業(yè)農(nóng)村部門強(qiáng)化路面管控,指導(dǎo)好鄉(xiāng)鎮(zhèn)派出所履行道路交通 安全管理工作職能。 一是要緊盯2025年前全部淘汰清零的目標(biāo), 配合農(nóng)業(yè)農(nóng)村部門加強(qiáng)源頭管控,深入摸底排查,查找薄弱環(huán)節(jié),對違規(guī)雇傭已注銷的變型拖拉機(jī)的企業(yè)和施工單位追溯處罰,最大限度壓縮其活動(dòng)區(qū)域,斷絕隱患 源頭。二是要聚焦行車秩序管理。對系統(tǒng)已注銷但未解體報(bào)廢仍在道路上行駛的變型拖 拉機(jī), 一律查扣,并按照《中華人民共和國道路交通安全法》123。其第一百條“駕駛拼裝的機(jī)動(dòng)車或者已達(dá)到報(bào)廢標(biāo)準(zhǔn)的機(jī)動(dòng)車上道路行駛的,公安機(jī)關(guān)交通管理部門應(yīng)當(dāng)予以收繳,強(qiáng)制報(bào)廢。”的規(guī)定進(jìn)行強(qiáng)制解體;對涉及變型拖拉機(jī)交通事故,深入開展安全生產(chǎn)事故深度調(diào)查,嚴(yán)肅追究有 關(guān)單位和責(zé)任人責(zé)任。三是把變型拖拉機(jī)專項(xiàng)整治與預(yù)防道路交 通事故“減量控大”工作有機(jī)結(jié)合,統(tǒng)籌兼顧,共同推進(jìn)。在“三 夏”、“三秋”和節(jié)假日等重點(diǎn)時(shí)期,充分依托超限檢測站、執(zhí)法 服務(wù)站和農(nóng)村勸導(dǎo)站,在城鄉(xiāng)結(jié)合部以及通往農(nóng)田、建筑工地、 農(nóng)貿(mào)市場等的主要路段,對發(fā)現(xiàn)的假牌、套牌或沒有正當(dāng)來源等 偽造、變造拖拉機(jī)牌證的,堅(jiān)決予以收繳;對涉嫌偽造拖拉機(jī)牌證等構(gòu)成犯罪的,移交司法部門依法追究刑事責(zé)任。四是利用“122”全國交通安全日和交通安全宣傳教育月等活動(dòng),多渠道、多角度、多方位廣泛宣傳變型拖拉機(jī)管理政策和交通安全法律法規(guī),充分發(fā)動(dòng)公安派出所、村委會(huì)和“兩站兩員”優(yōu)勢,用聊天拉家常等接地氣的宣傳方式,不斷爭取群眾對工作 的理解支持,做到“身邊人勸身邊人” “用身邊事教育身邊人”,全面提高廣大駕駛?cè)说陌踩庾R。
 
  (四)認(rèn)清面臨形勢,正視風(fēng)險(xiǎn)挑戰(zhàn)。我州拖拉機(jī)擁有量和變型拖拉機(jī)的在冊數(shù)位居全省前列,工作成效距上級提出的“清零” 目標(biāo)要求還存在一定差距,道路交通安全形勢依然嚴(yán)峻,有兩個(gè) 方面的風(fēng)險(xiǎn)問題需要注意。一方面是解體報(bào)廢率低帶來的風(fēng)險(xiǎn)隱  患依然突出,就農(nóng)業(yè)農(nóng)村部和公安部變型拖拉機(jī)強(qiáng)制報(bào)廢年限的有關(guān)規(guī)定,全州拖拉機(jī)管理系統(tǒng)內(nèi)已完成30717臺存量變型拖拉機(jī)的公告注銷工作,但實(shí)際解體報(bào)廢率不高,已報(bào)廢的變型拖拉機(jī)上路行駛帶來的風(fēng)險(xiǎn)隱患依然較大。另一方面是變型拖拉機(jī)發(fā)生較大事故的機(jī)率仍然較大,農(nóng)村地區(qū)交通參與者安全意識、規(guī)則 意識淡薄,農(nóng)村群眾整體安全防范意識不高,加之決戰(zhàn)脫貧攻堅(jiān) 的勝利釋放了廣大農(nóng)村地區(qū)蘊(yùn)含的發(fā)展?jié)摿?,群眾出行與貨運(yùn)流 通的需求也進(jìn)一步多元化、個(gè)性化,而與之相適應(yīng)的客貨運(yùn)輸體系尚未健全,農(nóng)村群眾“見車就上”的現(xiàn)象依舊普遍。變型拖拉機(jī)行駛既涉及農(nóng)業(yè)生產(chǎn)安全,也涉及道路交通安 全,加強(qiáng)安全管理是農(nóng)業(yè)農(nóng)村部門和公安部門的共同責(zé)任。各級 農(nóng)業(yè)農(nóng)村部門和公安部門要高度重視拖拉機(jī)安全管理工作,加強(qiáng) 組織領(lǐng)導(dǎo),建立健全定期會(huì)商安全形勢、聯(lián)合執(zhí)法和信息交換等 工作機(jī)制,共同做好農(nóng)村道路交通安全管理工作,促進(jìn)農(nóng)村社會(huì) 和諧穩(wěn)定,為實(shí)施鄉(xiāng)村振興戰(zhàn)略、實(shí)現(xiàn)農(nóng)業(yè)農(nóng)村現(xiàn)代化作出積極貢獻(xiàn)。
